This is how Facebook tracks non-users over the web

CEO Mark Zuckerberg testified before the US Congress where he was tasked with responding to over 500 questions about the Cambridge Analytica data scandal, data privacy among other topics. There are more "hard questions" ahead, given that Zuckerberg's answers weren't exhaustive. However, with the post on Monday, the company revealed that there are lots of different methods it uses to track users, even when they're not logged into Facebook.

Cambridge Analytica was planning to raise money by issuing a new type of digital currency before it became embroiled in a scandal surrounding the misuse of Facebook Inc personal data, sources familiar with the matter told Reuters on Tuesday.

Most of the political ads about divisive issues that ran on Facebook Inc before the 2016 U.S. presidential election were sponsored by "suspicious groups" with no publicly available information about them, according to a study released on Monday and based on a database of five million ads on Facebook.

When asked to expand on her written testimony, Kaiser explained Cambridge Analytica's creative, psychology, and data science teams partnered to create in-house questionnaires that "scraped, resold and modelled [data] willy-nilly". These include offering Facebook services to third party apps or site, enhancing its own products and services and lastly improving safety and security on the social media platforms.

Based on the users' IP address/ operating system, Facebook then displays the Like button on an individual's browser based on their identified language. This happens for every site that you visit, or app that you use, which uses any of Facebook's services, from the more visible ones, to the ones that are running under the hood which most users will never know about. He wrote Twitter, Pinterest and LinkedIn use similar like and share buttons like Facebook do to help people share various things on these services.

Facebook's product management director, David Baser, conceded that "when you visit a site or app that uses our services, we receive information even if you're logged out or don't have a Facebook account". Finally, Facebook ads and measurement tools facilitate websites and apps with advertisements.

This is said without reference to the non-Facebook users who have no control over data collection - unless they opt to manually block all of the site's cookies, that is.
