Prosecutor reviewing Republican complaints against Federal Bureau of Investigation

Attorney General Jeff Sessions tamped down on Republican calls for a second special counsel on Thursday, announcing in a letter to several top GOP committee chairs that a special counsel to investigate possible FBI misconduct is not yet justified.

Republicans have been fuming about they see as bias within the FBI, while Democrats say the surveillance abuse allegations are created to undermine special counsel Robert Mueller's sprawling investigation into the Trump campaign's ties to Russian meddling in the 2016 election. Sessions said he would rely on Huber's findings to determine whether to move forward with another special counsel.

Huber's review covers a wide range of issues that Republicans have complained about since previous year, from how the FBI handled investigations related to Hillary Clinton, to claims that the FBI made missteps when it sought a warrant to conduct surveillance on a former adviser to Donald Trump's 2016 election campaign. However, the attorney general says that based on what he's seen so far, there is no need for a special counsel investigation into the FBI. The review will determine whether the Federal Bureau of Investigation followed proper procedure when it obtained a Foreign Intelligence Surveillance Act (FISA) warrant "relating to a certain USA person", DOJ Inspector General Michael Horowitz said in a statement on Wednesday.

Sessions isn't specifying the issues, but Republicans have called for special counsels to investigate Clinton Foundation dealings and an Obama-era uranium deal.

However, Trump said in February that an IG investigation would not be sufficient and a special counsel should be appointed. "While we continue to believe the appointment of a second Special Counsel is necessary, this is a step in the right direction", Goodlatte and Gowdy said in a statement.
