China, Russia not abiding by sanctions against N. Korea

A UN panel of experts says North Korea earned almost 200 million dollars previous year from commodity exports banned by UN Security Council resolutions.

Its imports of crude oil and other petroleum products are also restricted.

The report cited evidence that North Korea has sold a ballistic-missile system to Myanmar and that it may be helping Syria with a chemical weapons program.

The ambassador also denied charges by Washington that Moscow, in contravention of United Nations sanctions, was allowing Pyongyang to use Russian ports for transporting coal.

In addition to coal, North Korea is banned from exporting iron, lead and seafood, among other commodities.

Myanmar UN Ambassador Hau Do Suan said the Myanmar government "has no ongoing arms relationship, whatsoever, with North Korea" and is abiding by the UN Security Council resolutions.

Over the past year, North Korea has been subject to three Security Council resolutions imposing sanctions for detonating its sixth and most powerful nuclear test as well as a spate of ballistic missile tests showing signs of advanced technology.

North Korea "is already flouting the most recent resolutions by exploiting global oil supply chains, complicit foreign nationals, offshore company registries and the worldwide banking system", the report stated, according to Reuters.

According to a panel of experts, both Syria and Myanmar continue to work with North Korea's main arms exporter, KOMID, which is on the UN's sanctions blacklist.

The coal cargo "would constitute a violation of the resolution, if confirmed". It then banned all exports of coal by North Korea on August 5.

The committee said Malaysia reported one shipment during this time, while the remaining 15 violated sanctions.

"We must put an end to illicit ship-to-ship transfers that undermine United Nations sanctions", he said.

Between 2012 and 2016, there were more than 40 previously unreported shipments from North Korea to front companies for Syria's Scientific Studies Research Council (CERS) - which is a key institute for the country's chemical programme.
