The White House's Proposed Dreamer Fix Is an Abomination

The plan, though appreciated by some in Congress, but hugely slammed by conservative activists and Democrats, accusing President Donald Trump of holding "Dreamers" hostage to his hard-line immigration agenda.

The White House offered to more than double the number of "Dreamers" - people brought to the country illegally as children - who would be protected from deportation, describing it as a major concession aimed at attracting enough votes for an immigration deal from Democrats.

Officials said the legislation would pave the way to citizenship not only for the 690,000 people who had signed up for protection under an Obama-era programme known as Deferred Action for Childhood Arrivals (Daca), but also for another 1.1 million unauthorised immigrants who would have qualified but never applied.

Mr Trump said he believed some Republicans lawmakers who have taken tough stances on immigration would agree to offer citizenship within 10 to 12 years to young immigrants brought to the country illegally.

The plan would also end the diversity visa lottery program. Jeff Flake, R-Ariz., said President Trump campaigned on securing the border, and he should fulfill that commitment before discussing what to do with "Dreamers".

Right now, Trump's proposal would not allow the parents of DACA immigrants to seek lawful status.

"If they do a great job, I think it's a nice thing to have the incentive of, after a period of years, being able to become a citizen", Trump said Thursday.

Trump rescinded the Obama executive order that created DACA in the fall of 2017 but gave Congress six months to legislate a solution. But, according to the White House, Trump's proposal would also benefit those who were brought to the United States illegally as children.

The White House earlier this week rejected a DACA proposal crafted by Durbin and GOP Senators Lindsey Graham (S.C.) and Jeff Flake (Ariz.) as tantamount to amnesty.

"It's a fantastic proposal that's a good way to start a negotiation", said Vlad Davidiuk, Communications Director for the Harris County Republican Party.

And for entirely different reasons, the framework was also torn apart by immigration hawks and restrictionist groups, who panned it as a self-defeating giveaway to Democrats.

"DACA itself didn't have a pathway to citizenship", said Sen. "Doing so is inconsistent with the promises we made to the men and women who elected us". The plan calls for a reallocation of the green card lottery visas to help expedite processing, but immigration skeptics warn that it could be a decade or more before the backlog is cleared.

That could make the plan hard to get past Democrats, no matter how strong they want the Dreamers reform.

Such immigrants can apply for legal status subject to meeting certain work and education requirements, to be determined by the Congress.
