Nikki Haley lays out argument to say Iran not abiding nuclear deal

US Ambassador to the UN Nikki Haley laid out a case for President Donald Trump to step back from the Iran nuclear deal Tuesday, arguing that Iran's technical compliance alone isn't enough for the US to stick with the pact.

Haley criticized specifics of the deal and said Iran is trying to duck scrutiny by insisting that the United Nations nuclear watchdog, the International Atomic Energy Agency, can not inspect military sites at will. "But the deal was constructed in a way that makes leaving it less attractive".

The United States has imposed a series of sanctions against Iran over its ballistic missile tests since the deal was signed in 2015.

Haley rejected suggestions that decertifying the Iran deal could send a message to others involved in negotiations with the USA - particularly North Korea - that Washington is an unreliable dealmaker, prone to back out of agreements as easily as it makes them. "If the president finds that he can not certify Iranian compliance, it would be a message to Congress that the administration believes either that Iran is in violation of the deal, or that the lifting of sanctions against Iran is not appropriate and proportional to the regime's behavior, or that the lifting of sanctions is not in the USA national security interest, or any combination of the three".

Haley added if Trump chose to not certify Iran's compliance, then the president may leave the decision to Congress whether or not to reimpose sanctions.

Trump reluctantly certified Iran's compliance in April and July, but said then he was not inclined do it again.
