After 16 Years of War, Senate Finally Debates Need for War Debate

The Senate instead voted 61-36 Wednesday on a procedural motion to put Paul's amendment to the side, effectively killing it.

Paul wanted Congress to "reassert its authority to declare war from the Executive Branch".

"For the first time in 15 years, we are debating the congressional role in the declaration of war". In response to Congress' move, which took place on the 16th anniversary of the 9/11 attacks that killed almost 3,000 people, Paul tweeted that he was looking to end USA wars in Afghanistan and Iraq and would "object to all procedural motions and amendments" until a vote was held. Elizabeth Warren (D-Mass.), who tweeted that "Congress owes our troops and their families a full debate to authorize the sue of military force before we send them into harm's way".

Tomorrow, the U.S. Senate will hold a vote on U.S. Senator Rand Paul's amendment to the 2018 National Defense Authorization Act (NDAA) to sunset the 2001 and 2002 Authorizations for Use of Military Force.

The amendment received three no votes from Republicans: Paul himself, Sen.

But Paul could find support in both parties from the corner of the Capitol that has been pressing for a new war authorization since the USA began military operations against ISIS in 2014.

"I don't think one generation should bind another generation to war", Paul said during an interview Wednesday on MSNBC. Mike Lee and Dean Heller joining Paul for the Republicans. You can read his amendment HERE.

If Paul drops his objections to other amendments - and no other senators raise their own - there are a number of other contentious issues that might get votes on the defense policy bill, although there are hundreds of amendments that have been offered. Democratic and Republican presidents have said that authority is sufficient.

This vote is far from the end of this debate.

Democratic Sens. Dick Durbin of IL and Kamala Harris of California have proposed an amendment to protect military personnel who are recipients of Deferred Action for Childhood Arrival (DACA) authorization.

Paul says inaction by Congress is letting the White House unilaterally commit the nation to war.

In 2001, former US President George W. Bush signed the AUMF to authorize the use of the US armed forces against "those responsible for the attacks of September 11, 2001, and any associated forces", according to the resolution. John McCain (R-AZ) called the amendment "premature" and "irresponsible", however he expressed a need for an updated AUMF that is specific to the fight against ISIS.
