No Budget Before Deadline

No Budget Before Deadline

IL has been without a budget for two years because of disagreements between Madigan and other Democrats and Rauner. But, they didn't hold up their end of the deal.

Republican State Representative Pritchard says a test vote passed 90 to 28 in Illinois House Friday morning, showing lawmakers support a balanced budget that is being negotiated now. "As a result, the House will remain in session".

Saturday marks the first day of a new fiscal year - meaning the state will enter its third straight year without a budget. It's the longest of any state since the Great Depression and comes with a $6.2 billion deficit and $14.7 billion in past-due bills. Without a budget, the state enters unsafe territory: Some universities may not be able to offer federal financial aid, road construction and Powerball ticket sales could halt, and the state's credit rating could be downgraded to "junk".

Credit agencies have warned that the state's debt would be rated "junk" status if the state didn't have a budget by July 1.

The measure increased the monthly 911 telephone surcharge to $5 from $3.90 in Chicago and hiked the rate to $1.50 from 87 cents across the rest of the state. If the increase is approved by a three-fifths majority of lawmakers and signed by Rauner, a family with household income of $60,000 a year would owe the state about an additional $720 each year. "I want this done today".

"We'll get the job done", House Speaker Michael Madigan, D-Chicago, told his colleagues on the House floor. "We're going to save our state together", Rep. Steve Anderson (R-Geneva) said, wearing a blue tie in a show of solidarity with Democrats. They say their plan is balanced - with spending cuts and tax increases.

Trump calls decision national security victory
His administration has made an emergency request asking for the ban to go into effect while the litigation continues. President Reagan's original choice to take Powell's place was conservative federal appeals court judge Robert Bork.

The plan won't get a final vote before the fiscal year starts Saturday, however.

Rauner has also not been present at negotiating meetings.

Cardenas said the lack of a budget affects the state's roads and traffic lights, because there's no money to fix them.

Pritchard said that real property tax relief would come from putting more money into education, which would allow local school districts and taxpayers to keep their rates down.

Social service agencies, contracted by the state to care for vulnerable populations, that have limped along without state funding will have to endure further strain; already many have laid off employees and reduced services.
