Dayton, Republicans Back in Budget Talks

The federal government has twice denied Minnesota's request for an extension to comply with the Real ID federal standards for driver's license security rules.

Controversy over privacy, the Constitution's 10th Amendment and treatment of undocumented immigrants arose as the legislation wended its way through the Capitol.

The votes, 120-11 in the House and 57-8 in the Senate, came Wednesday to help end the saga of bringing Real ID to the state. "I'm glad it's here". Lawmakers agreed to shift that debate to a separate bill so Minnesota could finally move ahead with adoption of Real ID.

The Solar Energy Industries Association (SEIA) praised Minnesota Gov. Mark Dayton for his actions against SF 1937, a measure that would have removed solar customers' ability to have fees reviewed by independent experts at the Public Utilities Commission.

By the time the bill came to the House floor, members were all talked out. The Senate took only 17 minutes to approve it. Lawmakers struggled for years to pass a bill, raising the prospect of residents being turned away from domestic flights when the federal government requires the new IDs starting in January.

REAL ID licenses will cost the same to renew as a regular license, but the real price is peace of mind.

That left about $1.5 billion in the surplus when lawmakers began to craft the state's two-year state budget.

Once REAL ID-compliant cards are available, Minnesotans may choose a REAL ID-compliant card or a noncompliant card when they renew or apply for a new license or ID. Republicans argued that the state should strengthen a rule that now prohibits licenses for people in the country illegally, while DFLers including Dayton said that shouldn't be part of the Real ID debate. Those with non-compliant licenses, though, will need an extra form of identification, like a passport, for airport security and other federal purposes.

While prospects for settling the budget remained cloudy, the Real ID agreement constituted actual progress on a long-unresolved issue.
