Russia, Google reach $7.8 million settlement on Android case

Google reported that, in addition to an amicable agreement with Russia's anti-trust regulator, it entered into a commercial agreement with the Yandex company.

Google was hit with an anticompetitive lawsuit in Russian Federation over forcing its own search engine as default for Android phones sold with Google Services.

The settlement, announced Monday, ends a almost two-year investigation by FAS into Google's control of the Android operating system. As a result, due to refusals in regards to other manufacturers of mobile devices, pre-installation of mobile applications, which is the most efficient app distribution channel, was fully reserved by Google. In time, FAS imposed additional fines against Google, amounting to almost 1 million rubles in total.

Russian search engine provider Yandex filed the original complaint against Google. Google's Play Store is the largest app store on Android, but to put it on a phone, a manufacturer must abide by Google's terms. Google will also no longer require Google Search to be the only general search engine that's pre-installed, and it will no longer enforce its prior agreements where handset makers had agreed to any of these terms. It will develop a Chrome widget for new devices within a few months to allow users to choose their preferred search engine on first use. This widget will prompt users with a "choice screen", where they can select between Yandex, Google, or any other search engine who may sign a commercial agreement with Google for inclusion on this list.

That means Google won't be able to pre-install apps on phones, control the default search engine or place its own apps on device home screens in the region.

The deal also has wider implications beyond Russian Federation, setting a precedent for cases around the world where governments and companies have complained that Google is abusing its dominant position. "The settlement's execution will have a positive effect on the market as a whole, while giving developers additional options for promoting their products", he said.
